Background: The APPAM Policy Council approved creation of this award on November 2, 2006. Funding for the award currently comes from the JCPA/ICPA-Forum and the Journal of Comparative Policy Analysis, and is sufficient for four total awards between 2007 and 2010. Funding may be renewed for additional awards. Purpose of Award: Association for Public Policy Analysis and Management (APPAM) seeks to to reward and encourage excellence in comparative policy analysis as represented in research papers delivered at the Annual Fall Research Conference. Nature of Award: The co-authors of the selected paper share a cash award in the amount of $1,000 in addition to a plaque and recognition at the annual APPAM Fall Research Conference. The selected paper also will be eligible for immediate review for publication in the Journal of Comparative Policy Analysis. There is no support available for the cost of travel to receive the award. The award will be offered on an annual basis but will not be made if suitable submissions are not received. Eligibility: Any research paper that includes comparative policy analysis and is accepted for presentation at the 2008 Fall Research Conference is eligible for consideration for the award. Papers must be submitted through the regular proposal process. The selection committee will review all of the paper abstracts to identify eligible research, invite panel chairs to make nominations, and paper authors also may contact APPAM after July 1, 2008, to indicate they wish to have their papers reviewed by the committee. Selection Procedure: A selection committee of four persons will be appointed by APPAM and the JCPA/ICPA-Forum after the 2008 Fall Research Conference. The committee will review the conference papers eligible for the award and request the written papers by no later than February 2009. The criteria for assessment will be based on a wide spectrum as identified in Journal of Comparative Policy Analysis' Statement of Aims and Scope. If a suitable candidate is found, the committee will announce its selection in the spring of 2009, and the authors will be honored at the 2009 Fall Research Conference in Washington, DC.
