Background: APPAM approved participation in this award in 1997 when the Policy Council adopted a policy for the creation of awards in recognition or memory of a specific person. That policy states that the association will not use operating funds to support honoraria for such awards. Accordingly, this award does not offer an honorarium at this time. This is the only award offered through APPAM that also is offered by other associations in the public policy and management field. Purpose of Award: The Steve Gold Award recognizes a person who has made a significant contribution to public financial management in the field of intergovernmental relations and state and local finance. The award is given annually by APPAM, the National Conference of State Legislatures, and the National Tax Association, in memory of Steve Gold, an active member of all three organizations whose career and life tragically were shortened by illness. Nature of Award: Winners receive a plaque and recognition at the annual conference of the specific organization that chairs the selection committee. APPAM will convene the selection committee for the 2008 award. Eligibility: Any body of work will be considered, although the selection committee may, from time to time, decide to establish time limits for what may be considered. The selection committee may decide not to make an award in any particular year. Nominating Procedure: Nominations may be made by email through any individual or organization. (Individuals may nominate their own work.) The letter of nomination (with the nominee's current address, email address, and phone number) should detail the contributions made by the work to the field of intergovernmental relations and state and local finance. The office will respond with further instructions. Selection Committee: The sponsoring organizations rotate in chairing the selection committee. The 2008 committee is appointed through APPAM and the members are Eugene Steuerle (The Urban Institute and committee chair), Daphne Kenyon (D. A. Kenyon & Associates), Therese McGuire (Northwestern University), and Robert Wassmer (California State University-Sacramento). Deadline for Nominations: The deadline for nomination is 8 August 2008.
