I am a Professor of Economics at Baruch College and the Graduate Center, the City University of New York and a Research Associate of the National Bureau of Economic Research. I am also the Academic Director of the Baruch College /Mount Sinai School of Medicine MBA Program in Health Care Administration. I received my Ph.D. in economics from the Graduate Center of the City University of York. My current research involves program evaluation in the area of infant and reproductive health. I am currently completing a project assessing the impact of the Supplemental Nutrition Program for Women, Infants and Children (WIC) on maternal and infant health and I have just began to evaluate the demographic impact of recent abortion regulations in Texas. I am also working on a review of the association between legalized abortion and crime. For the past two years I have served as co-editor for health policy for the Journal of Policy Analysis and Management. My personal goal has been to redress the uneven treatment I have experienced in over 20 years of academic publishing. I strive to provide authors with rigorous views in a timely manner. At the same it is essential to appreciate that reviewers are a scarce, undervalued resource and vital to the quality of the journal. My work as a coeditor
has deepened my admiration for APPAM as an interdisciplinary community. I feel there are significant opportunities for research collaboration between practitioners and academics around access to administrative data sets and implementation and evaluation of innovative programs. I am honored to be nominated for APPAM’s Policy Council and would welcome the opportunity to participate.
