I am excited to run for the APPAM Policy Council. The Council performs a critical governance role for APPAM. It would be an honor to serve APPAM by working with other scholars and practitioners on the Council to help guide APPAM’s policy and strategy. On the Council, I would strive to maintain APPAM’s commitment to fostering research that adheres to high academic standards while simultaneously informing and engaging practitioners and policy makers. As an Associate Professor at the John Glenn School of Public Affairs at Ohio State University, I teach courses in public management, strategy, and organizational theory. My research focuses on government contracting and contract management. Specifically I examine how governments manage the process of contracting to deliver on its promises, while attempting to mitigate its pitfalls. My research has benefited from the constructive feedback I’ve received at the APPAM Fall Research Conference, where I’ve presented since 1999, and through the peer review process at JPAM, where I’ve published some of my contracting research. I’ve also had the privilege of serving on the editorial board of JPAM and on the Program Committee of the 2007 APPAM Fall Research Conference. I currently serve on the Vernon Prize Committee for the Best Article in JPAM in 2008. In addition to my academic service, I also have extensive practitioner experience serving for almost 15 years in a managerial role for a foreign aid project in Ukraine – the Parliamentary Development Project (PDP). Funded at $1 million annually by the U.S. Agency for International Development, PDP provides technical assistance to Ukraine’s national parliament. After completing my B.A. in Public Policy from Stanford University (1993), I joined PDP while pursuing my doctorate in Public Policy and Political Science at Indiana University (1999). In sum, I bring a combination of academic and practitioner experience in public management to the Council.
